When it says this:

Permission is granted to copy, distribute and/or modify this document under the terms of the GNU Free Documentation License, Version 1.2 or any later version published by the Free Software Foundation; with no Invariant Sections, no Front-Cover Texts, and no Back-Cover Texts. A copy of the license is included in the section entitled "GNU Free Documentation License"

Does it mean I can't use them?

No, it means you can use them if you conform to the restrictions laid out by the license.

No. On the contrary, the GNU free doc license allows you to reproduce and use the picture as often as you want! The only thing is that you MUST cite where you got the picture. Other than that, it is free use as long as the picture is under that license.

You can use that picture freely, just don't go around saying, "Hey look I made/took this awesome picture".

Remember, however, that other pictures are restricted.
