I am planning on making an Ipod app that can help you ID a military Ribbon off a uniform. I want to use digital copies and wilkipedia has all of them. Can I use them?

In general you are free to re-use Wikipedia content (except that which is copyrighted by others and used in Wikipedia under "fair use", such as song clips, famous photograhs, etc.) in any type of setting, including commercial ones where you charge money, with the stipulation that you must label the content as being licensed under the Creative Commons Attribution-ShareAlike 3.0 license. See this link

(look under "Information for re-users")
hope it helps ^,^

Licensing given for those pictures:
^ This work is licensed under the Creative Commons Attribution-ShareAlike 3.0 License.
^ Permission is granted to copy, distribute and/or modify this document under the terms of the GNU Free Documentation License, Version 1.2 or any later version published by the Free Software Foundation; with no Invariant Sections, no Front-Cover Texts, and no Back-Cover Texts.
The Wikimedia Foundation owns almost none of the content on Wikimedia sites — it is owned by the individual creators. However, almost all may be freely reused without individual permission according to the terms of the particular license under which it was contributed to the project, but some licenses may require that the original creator be attributed. You do not need to obtain a specific statement of permission from the licensor (unless you wish to use the work under different terms than the license stated).
While the copyright and licensing information supplied for each image is believed to be accurate, the Wikimedia Foundation does not provide any warranty regarding the copyright status or correctness of licensing terms. If you decide to reuse files from Commons, you should make your own determination of the copyright status of each image just as you would when obtaining images from other sources.

I salute your concept but not how you are going about it. By taking anything from Wikipedia, you are tainting your project, polluting it with information not obtained from authoritative sources. For this project you should get all your data either from the Department of Defense or from a veterans' organization.
