Suppose we are looking for information about a topic on wikipedia but it is not available currently, is there a provision to make a request sort of submission seeking information about this topic from the wikipedia community ?

Yes. There are two ways to do that:
1. Add a request: http://en.wikipedia.org/wiki/Wikipedia:Requested_articles
2. You can post monetary bounties for articles or other tasks: http://en.wikipedia.org/wiki/Wikipedia:Bounty_board

The definition of a "wiki" is a website allows it's visitors/members to edit it's content. The purpose of Wikipedia is not just to give you information, but to allow you to contribute to the collection. This includes creating new entries. excuse me... but the wikipedia community is us only... u hav to sign into ur account and then can change articles only if u r an old user.. if u created ur account recently u gotta get old enuf but u can still create an empty link on the topic u wanna search so that others can fill in information on that topic

There is no provision in wikipedia to make any request. You have to put in search what yuo are looking for and click search to get it.
