Question:
How can I get this Wikipedia article started?

I'm lost when it comes to starting a Wikipedia article.

Is there a place I can post it for discussion amongst Wikipedia users?

Can I submit the article for editing and updating before it is actually added to Wikipedia's articles?

How do I turn it into an actual Wikipedia entry when it is ready for that?

You can use Wikipedia's start a new article page http://en.wikipedia.org/wiki/Help:Starting_a_new_page . Simply type in the title of the article in the box. A screen with a text box will pop up that you can type the article's content. After putting the article's text in the text box, select the "Save Page" button to finalize the submission. If you want to create a test page before submitting something as an article, you can create a userpage sandbox. This can be done for example by creating a subpage like the following: User:Yourusername/Sandbox . You can create a test version of your article on that page and ask other Wikipedia users that are knowledgeable about the article's topic to review it. I also recommend looking through the "Your first article" page http://en.wikipedia.org/wiki/Wikipedia:Your_first_article , for guidelines on what are appropriate topics for new articles on Wikipedia as well as tips on how to create a good first article. Hope all this helps you!

You may want to look around the "Village Pump" - Wikipedia's community portal:

Hopefully one of the sub-sections will help you.
